The workout that I have been doing has both Pullups & Chinups in it, but I can't do any. I have been climbing up on the bar and just trying for sets of 10 seconds. Does that help at all or should I be doing something else?

If you can jump up into the top position and lower yourself for like 3-5 secs, even if you only get 3 reps it will help strengthen. You can even use bands or the assisted pullup machine if ones accessible.
Aaron has given you some good suggestions! Doing those jumping negatives or assisted pull-ups with a band would be your best bet to work up to doing full bodyweight pull-ups. You could still use those dead hangs for 10 seconds (or try hanging for even longer) as a finisher though.
