Should I use a belt when powerlifting?

A belt can help you keep a tight core.

However, using a belt also means the belt is doing the work. You should try and train without a belt to get used to keeping a tight CORE when lifting.

In powerlifting, where the goal is simply to lift the heaviest weight, a belt will be helpful. 

For the most part though, train without a belt.
