Should I stretch before my workout, after my workout or both?

Stretching should mostly be done AFTER your workout.

Providing you have warmed up your muscles, some light stretching before your workout is Okay. However, stretching a cold muscle can cause INJURIES.

During your workout, you are constantly contracting (shortening) your muscles. By stretching them after your workout, you are extending them back out to their normal length, and helping them to grow.

Stretching can also be done on its own, in no association with your workout, or on completely separate days to working out.
