It makes it easier to contract and flex the muscle. If your toes point outwards they lose conection to the quads, therefore it is much easier to have your toes pointed slightly inwards / fowards to make sure that you can really target the quads. Try doing the leg extentions with your feet pointed outwards and then try pointing them in, you will notice the difference in your legs.

You can emphasize the different quad muscles by rotating the feet. Leg extensions primarily hit the rectus femoris which goes down the top of your leg. The vastus medialis (teardrop) and vastus lateralis (side of the leg) can be emphasized by rotating the feet. Rotating the feet out hits the vastus medialus (teardrop) more and rotating them in hits the vastus lateralis more.
The same goes for squats and leg presses. If you angle your toes out, you hit the vastus medialus more. If you angle place your feet straight closer together, you hit the vastus lateralis more.
