Sweet or white, does it really matter what kind of potatoes you eat to get your carbs whether it’s a cut/bulk?

They both have the same amount of Carbs per serving. Sweet Potatoes have more fiber and are slightly lower on the glycemic index so blood glucose will rise a little more gradually.
Sweet potatoes also have more potassium and vitamin A than white potatoes. At the end of the day, as long as you eat either one in their natural state versus processed then you are fine. It is more important how your body responds to them. For me, any potatoe or pasta makes me hold more water. Rice and oats are the only complex carbs that don't do this.

Looks like you got your answer @cpat2794! It's no a big deal between the two. Both a good options. Remember if you are having sweet potatoes that you are better off boiling them though!
