Would this programme work?

Found a new programme online which would suit me, not sure how well it would work.

This is the workout, it's a four day programme which works muscle groups twice a week which is what I want to start doing. However, looking at the workouts, the volume seems quite low and I'm also concerned that it's not targeting every part of each muscle group, for example the different heads of the biceps or all parts of the shoulders. The article discusses the programme as being 'perfect' for muscle growth and I'm just wondering as to how valid of a claim this is. Is this programme good enough, or should I keep looking?

you would be much better off doing my Push,Pull,Legs program. I mean you are here because you trust me and my advice right? Why not try my 12 week program?
