Genetics decide the shape and the look of muscles , but between the shoulder and the arm is there one that should be bigger or fuller than the other as my shoulders dominate over my arms although i train arms more than shoulders and i saw many bodies some have dominating shoulders and others have dominating arms so i hope to get a good response whether this rely on genetics also or not ..?

It's probably a mix of genetics and training. If you have quite broad shoulders, that would make them also look fuller and bigger. But it could also be that your arm training isn't as effective as it could be, or that your shoulder workouts are as effective as possible, or both.

 

I honeslty wouldn't worry about it too much. From your picture, your shoulders don't look overly massive in comparrison to your arms. I'd actually say you have them nicely balanced!
